The crisis of renewable projects, both in construction permits and in the volume of rejections, has continued between June and September. During this period, public administrations only authorised the construction of 58 projects, with an installed capacity of 578.3 MW, which represents a 54.5% decrease compared to what was granted in the same period of 2025, according to a report by the research institute Opina 360. 90.7% of the approved capacity was from photovoltaic energy (524.8 MW), far ahead of 8.6% in biomass (49.5 MW) and 0.7% in wind (4 MW).
The report, published quarterly, is prepared with data from the Official State Bulletin and the bulletins of all autonomous communities, and is based on the monitoring of projects with a size greater than 1 MW of installed capacity and not intended for self-consumption, as well as storage projects.
On the other hand, a total of 87 renewable energy projects were in the public information phase, with a combined generation capacity of 1,762.4 MW. Of this figure, 54.6% corresponds to photovoltaic installations (963 MW) and the remaining 45.4% to wind farms (799.4 MW). This volume represents a decrease of 637.1 MW compared to the previous quarter and a reduction of 2,071 MW compared to the same period in 2025.
Among them, 5 projects only requested preliminary permission, while the rest (82) have also requested construction authorisation and, in some cases, the declaration of environmental impact and/or recognition of public utility.
Regarding the rejected projects, the administrations rejected 53 renewable energy generation projects that, in total, amounted to 3,367 MW of power. Of these, 40 corresponded to photovoltaic installations (2,512.5 MW) and 13 to wind (854.6 MW).
The main reasons for rejection were the expiration of permits, which affected 13 projects (1,410.3 MW), and unfavourable environmental reports, which led to the rejection of 14 initiatives (1,085.5 MW). In addition, thirteen projects were discarded due to withdrawal by the promoter, seven due to incompatibility, five for failing to meet urban planning requirements, and one for lack of permits.
Nearly 1,000 MW authorised in storage
Apart from generation projects, 40 storage projects obtained construction authorisation in the third quarter of the year, with a total capacity of 996.3 MW. Of this capacity, 98.9% (985 MW) belongs to standalone batteries, with Andalusia having 52% (518.4 MW) of the total capacity.
In an earlier phase, there are 99 storage projects that have initiated the public exposure process during the third quarter, with a combined installed capacity of 1,925 MW.
